leave FSB at 200
Ya your gonna want 200mhz x 15 = 3ghz. If it boots up stable and passes torture testing, you won't need any extra voltage. If it doesn't do either of those, add a little voltage, generally I like to add +.05V. If its stable like that, leave it. If not, continue adding voltage until it is.
Also, you need to make sure your temps are in check. I wouldn't let that CPU go much past 55C, 65C is the highest I would let it go.
65c Under load correct? in stock it idles at about 35C and really havent looked at it when playing crysis or something like that and thats with Qfan enabled(smartfan). Is there a great utility that u can dl that monitors ALL your pc's temps aside from the bios and single hardware utilities?

I'm having trouble OC'ing my 9950 BE aswell, I can edit the multiplier to 3ghz (what i want it to run at) but as for voltage options i only seem to b able to select, 1.1, 1.2, 1.25 and auto. I put it to 1.25 and 3ghz on the multiplier but it fails on restart, its done this with every combination of voltage and multiplier(between 2.6(stock) and 3.1). its rather annoying and is there anything i can do with it? do i need to play around with FSB speeds? the mobo ive got is an Asus M3N78-VM which would be considered a budget board at £50 (call it $100) but if the functionality is there i cannot see why i shouldn't be able to OC my ship . any advice would be much appreciated.

First of all, all hardware is different and of varying quality, just because someone gets a certain OC does not mean you can get the same, you may get worse or even better, That Said.
I'm using aftermarket CPU air cooling, a Zalman CNPS9700 LED.

Its very important to MANUALLY set your memory voltage and timings, to whatever they should be!
Presently I'm running a 16x multiplier @ 1.4250v Vcore, however I'm also running a highly modified case with excellent airflow, my GPUs are separated from the CPU section.
The GPUs do not contribute heat to the CPU section, and that makes a serious cooling difference!
Case Airflow is very important, as to what you can attain on an airflow setup!

CPU-Z is reporting Core VID as 1.250v that is a CPU-Z error, the Core VID is actually 1.4250v
