Hello,
POWER OUTAGE. BOOTED UP & GOT BLUE SCREEN. TURNED OFF,
REBOOTIN SAFE MODE, TO SHUT DOWN FROM THE START BOTTOM AND RESTART, DID NOT SOLVE THE PORBLEM. WHAT DO I NEED TO DO?
 


Since you apparently can get to safe mode, do a system restore point rollback.

When you start in safe mode, you will be given the choice to continue running in safe mode, or to perform a restore point rollback, choose to do the rollback.

Program with a calendar will appear, and the valid restore points are in bold numbers.
Click the one that is next-to-last and have it be the restore point to go back to.

Windows will restore and restart.

OK I did this and now Windows starts up and installs to the Windows Welcome screen then reboots this is a loop.
 


Ok, next,

Restart in safe mode, no networking, just command prompt.

If it will start, Start>run>sfc /scannow

You'll need the XP Cd for it to finish.
