Plan on overclocking the E3110 to sync with memory. Somewhat tight budget, and I feel pretty confident with this list as a first time builder.

I like it, not really familiar with the processor but other than that it seems nice. I might also add that if you're going vista why not make it the 64 bit version in case you feel like upgrading in the near future? Also 2gb of ram isn't much anymore, it doesnt seem like anyway.

If you have room in the budget, look at upgrading the case. Not that the Rosewill case you have pick out is bad, but you tend get attached to your case quickly after building (at least I did :) ). For $40 you can find some really nice ones that are usually more fun to build with and fun to upgrade, if you had upgrades in mind later on. The Cooler Master RC690 is a very nice case, Antec might have some of the 180 series cases on sale. Otherwise Thermaltake's Soprano was an awesome case to build in.

If you like the simplicity and no-frills look, which most of those cases are (just more expensive, better cooling, and fun to build in), then I would not want to influence your decision. Just give it a thought, the biggest regrets I've had in regards to building a computer, have been the case. Otherwise, I think you will be very happy with your build :) ! Let us know how the monitor works out as well! I'm looking at getting two of the 20" Acer's later on.
 
I'd drop the x38 mobo and go with a p35 one. It'll serve you well and save you a bundle over the x38 mobo's. This $ could be put into a 8800 gts (g92) or even a 3870x2 GPU. I'm also with Pokemon on the case. The Antec 900 is on sale right now for $80 after $40 MIR, so that would be a steal to get.

Mobo - $90 shipped!!! OC's well and is highly rated!! It's $117 cheaper than your selection.

GPU - $257 - $30 = $227!! $27 more than your selection. It's also better than the 8800gt that you selected and has a dual slotted cooler. The 8800gt doesn't have very good cooling, because of the single slotted cooling solution.

GPU - $428 It is about $228 more than your selection, so I don't know if this will blow your budget or not. It's the best single GPU solution right now. This might change when the next nVidia's come out, but will probably be cheaper than too.

So if it was me, I'd go for the Antec 900 case and the 8800gts (g92) together. This combo will last you longer and cooler and probably be cheaper. Just something to consider.

I would change the following:

Hard drive, drop the 7200.10 and pick up a 7200.11
Memory, get a 2x2GB for 4GB, the price difference is negligable.
OS.. go 64 bit.

Other than that, looks good
