A new CPU cooler

I want to purchase a new CPU.
The budget is about 40$.
Someone recommended for this air cooler: ARCTIC COOLING Freezer 7 Pro 92mm CPU Cooler
It's a good cooler ?

for $40 get a xigmatek HDT-S1283 or sunbeamtech Core Contact Freezer.

The Freeter Pro is a decent cooler for a slight to moderate overclock on a dual-core and should be quite cheap. I have used quite some of them. Their only flaw is the push-pin mounting. If you want to push your CPU really hard a bigger one might be in order.

Quiet is more important than performance.

I have other options such as:
Zerotherm ZEN FZ-120
OCZ Vendetta 1
Arctic - Cooling Freezer XTREME
Cooler Master Hyper 212

Are they worth the price ?

OCZ V2 is better than the V1 l0ol.... btw dont get the Hyper 212.
