I have not bought an Intel rig in a long time.... but it would now seem that I have no choice but to buy one. I'm still trying to decide whether to buy an OEM e8400 and just put a cheap third party fan on it (I won't be overclocking....yet), or just buy the retail unit and go with that. Do the fans for the e8400 look like this? And is it any good? Last time I used a stock Intel fan, it sucked. Just checkin.
Also, is there a fan/heatsink that I can get for ~$15 that will outperform the stock one?

Yes that is the HSF that you will get with the retail.
In my experience the stock HSF is adequte if you dont intend to overclock, it can be a little load when cpu is at load. And of course they wont cool as well as third party ones.
IMHO the cheapest third party HSF that is worthwhile getting over the stock is the Arctic Freezer 7 Pro
