Why do I need to contact a system administrator

Evey time I need to open a document on the iternet I get the message of "Contact your administrater" whe do I do

Is this your personal PC? or at work?

U may not have have admin. rights to use the program, when u are trying open the doc. That account does not have access to regular features .

At work place and etc. places they sometimes restrict access. Is this your case?
