Add hebrew to windows xp without cd

How can I add Hebrew to windows xp without the cd

Can't do it, you need the files to copy over. You need to track down either a Windows disk, or someone who extracted the i386 directory to a drive. When Windows asks for location of files, point it to inside that i386 directory. You may need to do a search to locate the exact path of files it's looking for.
