Windows closes down when i go to user accounts

hi im trying to add a user account to my laptop but i only get as far as user accounts from the control panel, then windows explorer closes down and kicks me out. any suggestions please?

Do it in Safe Mode. And run System File Checker for OS errors.

Thanks I put it into safe mode and went to user accounts and it worked
