My adderss bar is on the top of my viewing page

Hello, Ok when I click on the I/E symbol, I can browse the net, but at the very top, outside of my veiwing page is my address bar, and I cant seem to restore my screen to the full screen, ther is about a 1/4" around the border of my veiwing page, which it doesn't allow me to see the time anymore. Help Please??????

Resetting IE may help.
