Blank screen with flashing bar

Hello,
Is there a download or recovery disc that will fix my toshiba laptop? All I get is a blank screen with a flashing bar in the upper left corner. Is it my hardrive?

That happens when the computer can't find the boot partition. Re-seat the disk drive, make sure you don't have any USB flash drives plugged in, try again.

You may be able to fix this with a utility like teskdisk if something happened with the partition. http://www.cgsecurity.org/wiki/TestDisk

Sorry, been very ill. Thanks to you for the help. Since I've asked for it, 2 computer geeks I know suggested I do what you propose.
