So I just built a new computer and am running it through memtest86+. It has 4 gigs of ram (OCZ3P13334GK if it matters), and when I run memtest it says it sees 4095M. When I run the tests it first runs through the test on sections 128M to 2048M (testing the first DIMM I assume). This seems pretty normal. But instead of running 2049M to 4095M or something like that second, it runs 2048M to 2815M. Then it runs a third section on 4096M to 5376M. How can it run from 4096M to 5376M when it only recognizes 4095M in the first place??? Is this normal? So far there aren't any errors, but it does seem weird.......'

Your MB has a "memory remapping" feature that "moves" the RAM in the 2816->4096MB range to the 4096->5376MB range instead.  This is a good thing.  Otherwise, you would just lose use of that RAM, since various hardware devices need to use up some or all of the addresses in the 2816-4096MB range.  Any RAM assigned to such "used-up" addresses is inaccessible by the system; this is the source of the "32-bit OS 3GB RAM limit" often mentioned on various forums.
