Suggesstion does not seem feasible

In windows vista, when I right click on "computer" then left click "manage" local accouts (or whatever) don't appear. That place is for device manager, services and apps and something else. There is nothing in control panel that helps either. Any other suggestions?

Repair the OS, or Windows restore to prior date.
