I was measuring power draw using a Kill-A-Watt meter of a couple of my computers today and I noticed one was using close to 20W of power when the computer was off! This was measuring only the computer tower itself (no monitor).

It's a Antec Smartpower 350W PSU and an old socket 754 motherboard + Sempron. Is my PSU broken?

No. I would say that it's mostly due to an inefficient PSU. It could also be age as well since the older the PSU is the less efficient it will become.

I'm considering buying a Kill-A-Watt too (just for fun).

it depends on the psu and motherboard, I saw the similar result with some old pc(p3 800 MHZ),

It's kind of funny, because the most efficient computer I have is an old p4 northwood using a crap no-name power supply that's over 7 years old (3W off, 47W idle, 68W @100% load).
