Human Interface Device not functioning

Hello,
my usb ports are not working properly. i have tried going to the manufacturer's website and reinstalling the drivers and all were testing properly on their diagnostic, however when i try to use the ports for a storage device, mouse, or camera download, they are not recognizing the hardware when plugged in. The more I read on the topic, it seems to be a windows issue but I can not find anything that will fix it.
