I've posted in another thread in the PC games forum as well....

My clocks drop from 850/950 to the powerplay clock speed of 297/900 every few min while playing Command and Conquer 3. This will drop the FPS from 30 to between 15-20, and will last for up to a min or so.

Anyone have an issue like this?

1. Try flashing a new bios to your card: some are at TechPowerup.com
2. Change your drivers to the latest, including that fancy hotfix...

I've noticed the behavior while playing The Witcher as well, but far less often. It dawned on me that maybe the 8.3 hotfix would fix it since it was aimed at "stuttering" issues. However, I've tried the hotfix when it came out and it caused some graphics anomalies in Crysis.

I might flash the BIOS if I read others exp doing that on my card and they are good...
