E8400 fan struggles to start

I have a new PC with the Wolfdale E8400 3.0Ghz with the standard heatsink/fan. Sometimes when I resume from standby or freshly turn on the computer, the fan struggles to start. It whirls on and off with a period of about 1.5 seconds. I always quicky shut off Windows to prevent overheating. When I turn it back on, it spins fine for as long as I use the PC.

Is this normal behavior upon startup? Perhaps when it's not hot enough, it doesn't need to whirl at max speed?

Yup. The stock fan is pretty quiet, and joefriday might have the correct method, if u don't want the fan to stop spinning. BIOS is probably controlling fan.

these day it hard to damage a chip through heat, cause they just shut off, so try thsi just turn your system on, if no fan, put a bit of load through, play some music, load a game, if the fan doesn't then there something wrong, other than that your just reaping the pros of a 45nm chip, low power consumption, little heat to dispurse.
