setup 1, freezer 7 pro is a nice quiet cooler and can handle a decent overclock

as for setup 2, i know zalman do a low profile cooler (8000?) but i can't vouch for its noise level

Check out these models: Arctic Cooling Freezer 7 Pro, Xigmatek HDT-S1283, Scythe Ninja, Thermalright Ultra-120 Extreme+S-Flex SFF21F. All these combinations are quieter than the average and still do a good job. The Freezer 7 won't do major overclocks, but for mild overclocks it actually keeps temps lower than a Tuniq Tower or other heavyweights. Whatever you buy, you must make sure it fits in the case first, of course. For example the Freezer is small, but the TRUE is huge.

Oops, I hadn't seen your reply yet. If you found even the Freezer 7 too noisy, then I have bad news for you, sorry. You'll have a very difficult time finding something quiet enough. You may even need to go with watercooling.  Check this out:

Well, you can also consider some options:
http://benchmarkreviews.com/index. [...] 1&Itemid=1 .  Some say it cools better than a TRUE ( http://www.xbitlabs.com/articles/c [...] 120ex.html ) while being very quiet.  I bought one but I'm not the biggest fan of the push-pin style mounts so I use the S-1283's relatively quiet fan on my TRUE.  You could mount just about any 12cm fan on the TRUE (or the S-1283, for that matter) and control noise.

I also have a Thermaltake Mozart TX (clear sides) and used a Zalman 9700NT...it cooled fine but was not quiet at mid-to-high RPMs in that case.  The Xigmatek S-1283 is nice kit and does a good job.  The TRUE is renowned for doing a good job.  Either of these will also allow you to use your own 12cm fan (so you can adjust noise levels).

I'm not sure if they'll fit in the SilverStone but I know from experience they'll work in the Mozart.

Maybe the Xigmatek or TRUE with a Noctua NF-P12 fan. Kind of expensive, but that's the quietest air cooling I can think of... Or Noctua's own cooler, also with the NF-P12. It's big, might not fit in all cases. I've read a review recently and it was very impressive.
