Digital signal, blah blah. No need to spend more unless degradation due to length is at hand.
As for noticing a difference. Depends. If you are already using DVI, then no. I highly doubt it. DVI and HDMI's video is a literal pin for pin "conversion" so it's not really converting anything other than cable ends. HDMI just adds audio to the mix.

hmm ic... i probably need like 6 feet roughly. for some reason my monitor doesnt have the white plug thing idk what its called. it only had the small old blue plug and an hdmi cable. so i assume that would provide better picture than the blue thing?
Yes, you should notice a difference in quality between the analog VGA input (small blue plug), and HDMI. I connect a Mac Mini to my HDTV via a DVI to HDMI cable and it works much nicer than the analog connection.
