Port forwarding comes and goes

I've set up port forwarding with uTorrent, but the network condition indicator keeps changing. When I checked the port forwarding, my ip address comes up as:
Checking port 48022 on 203.31.103.64.....
But when I access the router(TP-Link TD-W8920G ), it says the default gateway is 203.22.23.107.
When I start uTorrent up, the port forwarding check tells me all is well, but 5 minutes later, its not accepting incoming connections.
I'm currently using XP Pro, but I had the same problem with Win 2K.

I would reccomend setting up (not on the router but on your PC) a static IP address on whichever PC you plan on needing those ports open on. Then go into your router configuration and open your ports and enter the static IP address that you set up on your PC under the IP address section.
Sometimes routers don't properly port forward with dynamically assigned IP addresses.

Note: keep your router set up as DHCP (not static) and the static IP should be done on your PC.

I have set up a static IP for my pc, 192.168.1.100, but it doesn't seem to help.
Here's my pc settings:

IP adrress-192.168.1.100
Subnet mask-255.255.255.0
Default gateway-192.168.1.1
Preferred dns server-203.22.23.5
Secondary dns server-203.22.23.34

And here's the device info from my router:
