E8400 *core speed* 2.0 ghz?

hi guys, just put together a brand new build and i get into CPUz and it reads the core speed at 2.0?  windows registers it at 3.0 so i dont know whats wrong..

System Properties lists the maximum speed based on the highest multiplier and the FSB.
 
CPU-Z shows you the current speed. If SpeedStep is enabled and all you are doing is surfing then the CPU will drop to the lowest speed. Do something intensive like encoding video or audio or run a program called CPUBurn and CPU-Z will bump up to max speed.

your multipler is throttling and you want it on even with overckocking - the speed step used to cause issues but i ship all systems with it enabled
 
the mutlipler will shoot up to 9 when under load or 3ghz
 
down load cpuz to watch it move up and down or just open browswers!
 
you can disable it in almost all mobos in the cpu section -leave it on
