PC Wont boot if CD/DVD Rom is unplugged

Ok I have this issue with PC restarting itself and then not giving me any signal to the monitor (After 10 sec it just goes black ) .Everything powers up , I can hear windows starting and etc.I want to unplug the CD/DVD Rom because each time this error happens (It happens mostly in games or 3d applications in general ) I can hear my cd/dvd rom spinning even theres no disk in it.If I unplug my CD/DVD Rom the same will happen except the pc wont boot at all ( ussualy after the crash , I can see picture again if I reset it ).I just got a new corsair 650w PSU . So to rephrase the question in a more understandable way - Why wont my pc boot up if the cd/dvd rom is unpluged?
