The next day i turned it on and got to my home page and enternet explorer stopped responding so i powered off the computer and when i turned it back on the dell logo came up and then i got a black screen. now i cannot enter safe mode when hitting f8 and only keys that i can use is f2 set up and f12 boot menu.Any body have any answers or advise .

You could review your Vista Recovery Options.
http://windows.microsoft.com/en-US/windows-vista/What-a...

You could download & burn a Recovery Cd / USB from Kapersky from a working computer to boot the infected one and scan for infections.
