Navigation to this webpage screen at laptop start up and can't get rid of it

Hello,
I think my computer may have malware issues or a virus, as when i turn on my dell inspiron laptop, a white screen comes up saying 'navigation to this webpage has been canceled' with an option to refresh the page which does nothing. However, i cannot access anything on my laptop as the start button won't appear, and i cannot open task killer - i just cannot do anything and i need my laptop! What do i do?

2) - Burn a rescue CD on a working computer.
Kapersky has a rescue cd you can burn or create a bootable USB to boot from and thoroughly scan your system for infections.
