I`ll use my system for Photoshop CS3, gaming and sometimes video encoding(DVDs, DivX etc.) and I intend to use the new machine for about 4 years (thats my cycle time for upgrading to a new system)

my new system will be:

gigabyte EP35 - DS3R
2*2Gb A-data Vitesta 6400 (5-5-5-18)
Seagate 500Gb 32 buffer
Gigabyte 8800GT or 9600GT (both 512Mb, witch one depends on the budget, so depends on the processor)

PROCESSOR IS ONE OF THIS:
E8400, Q6600 and Q9450...

in my shop (and I`m very loyal to it, because I always get my systems from them and have great services) I find these f prices:

E8400 - 248$
Q6600 - 287$
Q9450 - 430$

now, what would you choose in these circumstances? (please refer to the power supply below either).

Sirtec 500w (look at this link and give oppinions:
http://www.sirtec.com/?id=ppower500
or I could save 30$ and buy a deluxe 600w. what you think?

please consider I really want an average performance over the years and not a top notch performance now and a critical drop in performance in a year or 2. I want Photoshop CS4 to run  on this machine, but who knows what CS4 will require from my system?

I don`t usually play games like crysis, but I do like games like assassins creed. I play now and then RTS and I like Caesar 4 and games like it, and I do like "eye candy"

I would like to download things while Photoshop is rendering something or while I`m gaming.

I`m no fan of overclocking, I don`t know how to do it, but a friend will do it for me, but how about the warranty then?

so botton line is: Photoshop should work now and in the future (CS4), games should be playable no and in 2 years at maximum settings and I should be able to do multiple things at once.

Are those CPU prices in USD?
If they are, that's pretty expensive considering you can now have an e8400 for $200, and a Q6600 for $220 on newegg(free shipping on both). I think you should go with a quad over a dual core for any kind of content creation.

For graphics I would go for the 8800gt, I don't know about that psu, never heard of that company before.

Overall you have some good parts picked out.

I would go with a Corsair 520HX as far as power supply.

You also need a case: Antec 900, P182.
And an optical drive: Samsung SH203B or N.
For a gamer the e8400 is better. Otherwise go with Q6600/Q9300.
The Q9300 is 45nm.

Q9450 offer the best performance, but at a cost. Q6600 offer the best bang for the buck, but lower performance.

Q6600 use 9x multiplier, and will overclock fine on cheaper motherboard. Q9450 use 8x multiplier, and Q9300 use 7.5x, and needs more expensive motherboard to not run into fsb bottleneck.

It all depends on how much you want to spend.
