I have been having stability problems when running any games or benchmarks which has been frustrating. I have eliminated ram as the problem and even though my first though was PSU my power supply is new and is a good one. I have been using speedfan and saw that my 12v rail is running at 11.09 which is very low. Is there another piece of software I can run to verify this? The bios says 12.19 which really doesn't matter since at that time the system is not under load. I may have an issue with my PSU, I would think a PC Power 750w Quad should be able to run my system no problem so it might be an issue with the PSU itself.

 

Is there another piece of software I can run to verify my 12v rail?

You can try HWMonitor, shows a lot of information (and is pretty accurate for me). Are you running everything at stock? First check to see if it's stable @ stock speeds. How did you eliminate the RAM? 4 sticks of RAM usually requires more voltage to overclock and is harder to keep stable compared to 2 sticks..

I used memtest86 to test ram. I think I will break down and pull the PSU and test with my multimeter to ensure accuracy. I have a feeling it is probably my motherboard, we will know for sure after I test my PSU. I have used HWMonitor and it shows 11.71 12v rail, which is on the low side, but I believe still within spec. 12v +/- 5%.
