about intel HSF and thermal paste

can i simply stick the cpu in and put the hsf on top? do i need to apply thermal paste? there is grey stuff already on the hsf, is the the thermal paste stuff?

Yes, you can attach the cpu .. .the grey stuff is thermal paste. If you are overclocking then I would go for a better hsf but if not then the stock one is fine.
