I wouldn't say not enough. It's certainly enough for a mainstream PC. 14/15amps on 2 12v rails is rather bad, but not that bad.

No, that is bad, you can not just add the amps on the rails. Get the Corsair 550w, it seems to be rated very highly and can be found for around 50 dollars.
