I have tried everything I can think of to fix this but have run out of options short of totally purchasing a new operating system, which I can not afford to do right now. Any Ideals?

So I am not redundant, what exactly have you tried ?

You don't have to purchase an operating system. there are lots of free ones out there. I recommend trying Ubuntu or Fedora

Start up in Safe Mode then use the Windows key and R together to bring up the Open box. Type msconfig and hit Enter. Click the BOOT.INI tab then untick /SAFEBOOT, click Apply and OK your way out. Restart and it should open properly but post back if it doesn't. The first time, it might show the Advanced Boot Menu and if it does, just choose to start Windows normally.
