if you're not going to be gaming, you don't even need to spend over $100. Get an ATI HD3450 or 3650. Or if you prefer Nvidia, get an 8400GS. Video editing and photoshop is more cpu intensive than gpu intensive.
Actually an HD3650 would be the card for you if you're not interested in gaming. It has very low power consumption and great video decoding capabilities.
Personally I would go with the ATI line. I think right now cpu is the way to go, however, we need to keep the competition heavy on intel that way we keep getting good prices on components. If you don't game then ATI is better because less power consumption. Smaller core architecture 55nm. I agree that the nvidia's will out perform the ati's in 3d performance, but you aren't doing that kinda thing. 3850 if you can get them cheap enough.
If you are not gaming, you don't want to spend too much on an overly powerful card. Not only is it wasted money, but it will consume more power which adds noise through overall great cooling requirements for the system as well as operational costs.

its not good theory.

I agree too. If you want to be exorbitant, spend it on the CPU. A quad may not do a lot for you, but a GPU like a 9600GT or HD3850 will do NOTHING for you.
