Not able to open properties for any file in vista

I have a .chm file on my desktop. when I right click on it and click on Properties option expecting properties window to pop-up, nothing happens. It is not with this file only. Its happening with any file or even drives under My Computer, I am not getting the Properties window for anything. Please HELP!!!

Try repairing the OS.
