You have no administrator account.

Start computer. Poke the F8 key repeatedly until the advanced boot options menu appears.

Use cursor keys to select Start Windows in safe mode.

Next, select your XP installation as the system to load.

When the computer loads Windows, it may ask you for the administrator password. Just click next (or Ok).

It may also ask if you want to perform a restore point rollback. If your computer used to work but has just recently started this problem, select to perform the rollback.

You will be shown a calendar with some dates in bold. Choose a date that you are certain the machine worked.

Follow instructions and allow Windows to do the rollback.

Windows will re-start when completed.

Get into safe mode as Tigsounds mentioned. Go to start-->control panel-->user accounts-->click on change an account-->click on your user account-->change it from limited to administrator.
