DISK BOOT ERROR when trying to install XP

Just built my first computer. BIOS works fine. Can't get windows xp installed because it just says DISK BOOT FAILURE, PLEASE INSERT DISC AND PRESS ENTER. Assuming the CD with xp on it is ok, what else could cause this? Could system not be recognizing the dvd drive? Is my DVD drive supposed to show up on the POST like the hard drive and memory do?

enter the bios and make sure the drive is listed in there, make sure the dvd rom drive is chosen as the first boot device in the boot order section.
