Window Unable to complete th format

I am trying to format my 4 GB Flash drive at window xp and it prompts me Window unable to complete the format!
The file system of my flash drive is Raw...
The file system of my flash drive is RAW and the capacity appears 3.75 GB instead 4 GB..
What should i do?
I need your help...

Before you start to format, are you not offered the chance to used the NTFS file system, or maybe even just FAT32?
