Gigabyte EP35C-DS3R - is it dead?

I just built a new machine today and when I went to turn it on, I got nothing. No lights, no fans, no nothing. At first I suspected the power supply. I tested it with a DMM (jumping the green and black wires on the ATX connector) and it does not appear to have a problem. The PSU fan will spin up and it can power a case fan. However, plugging the ATX connector into the motherboard gives me nothing. From what I gather there should at least be an LED on the motherboard that lights up. The only way I get that is if I physically jump the pins on the motherboard (the solder tips on the back) corresponding to the black and green wires on the connector.

Does this sound like a dead motherboard, or is there something obvious I'm missing? I don't want to send the motherboard back if I don't need to.

I just got the new GA-EP35-DS3L the other day. The first power up was fine, but after that- most of the time: nothing, sometimes: a "blurp", and occasionally: it starts up. Once it finally starts up it works great. I'm wondering if this is a common issue with the new "E" line of GB MBs.

All I can say is keep switching the PSU switch (if you have one), and hitting the power button. That's what gets mine to start up (although mine did start fine initially). The reviews on newegg didn't say anything about this, but the "E" model is new (a replacement for the older GA-P35-XXX models)
