Why doesn't visiontek X1650 PRO work ?

Most of the video cards that I own are 64-bit and I then I got the X1650 which is a 128-bit card, so I was wondering if that is the reason it doesn't work.

I turned it on with s-video to set up the drivers. Then I shut it down and put HDMI on it. When I go to change the display settings, it flashed and then the TV went blank. I hook it back to S-Video, it worked but 5mins later, it shut the video too. When I turn the computer off, that was the last time I could turn it on. It just stutter now and then stop, even when I hook it up to a vga monitor.
