I currently have vista 64bit and I was looking over my system information and it says: (Installed Physical RAM: 4GB, Available Physical Ram 2.36GB) Is this correct? If not what should I do?

I think you will find its fine its to do with how Vista handles memory.
http://www.microsoft.com/whdc/devi [...] emory.mspx If you check your graphics memory you will probably find that it has the missing ram.
Not 100% sure but i beleive it isnt acctually using it and will free up more should it be needed,kind of like provisionally reserving it if you like.

That should be normal depending on your system specs.
A 32 bit operating system, like Windows XP or Vista 32 bit, can only address a total of 4GB of RAM . That' includes your system RAM plus RAM on other hardware components in your PC, like video cards and such.
The amount your PC can address will vary depending on your hardware setup.
I have 4GB installed in my system, but only about 3.5GB of system RAM is addressable
