Windows cannot find explorer.exe

My taskbar and desktop have disappeared. Only my background appears, along with the mouse pointer. I can run programs using 'Task Manager'. I have sought out solutions, one was to type in 'explorer.exe' under 'New Task'. Windows says it cannot find it. I was told to go to HKLM\Software\Microsoft\Windows NT\CurrentVersion\Image File Execution Options, and delete 'Debugger' on the right hand side. 'Debugger' does not appear, only 'Default'. If I expand 'Image File Execution Options', then click 'Your Image File Name Here without a path', 'Debugger' appears. I deleted that. My system still is not back to normal. Any tips?
