Want to get the max out of my Toughbook cf 28 1GHz has 512 mem will a SSD help and if so any experience out there I dont need more than 40GB,

In what way of improvement are you looking for?
SSD will increase general 'snappiness' and battery life (usually around 20%). That's the improvements you'll see.
For XP, 1GB of RAM will give you more benefit in terms of speed/snappiness.
