Safe mode not working

after booting its showing only the background picture no task bar or icons, i tried task manager and safe mode to operate but not working can u give a solution

You didn't say what you tried in task manager, or the result of starting in safe mode.

Next time you start computer, press Alt Ctrl Del keys and run new task, "explorer.exe"

If you tried this and it didn't work, you should have said so.
