When I am scrolling through menus I have noticed that my cursor often "hangs," sometimes for as long as a second or two. It seems like this is related to activity on my C drive (I can tell when it's going because of the racket it makes). I have de-fragmented and checked both of my drives for errors, and running S.M.A.R.T. test with Speedfan show no parameters out of spec for either drive. What could be causing this?
Well, there are 55 processes; some I recognize as Windows, other as MacAfee, etc. However, my kids' computers have a similar amount of stuff on their computers and they don't have this problem. Could it be that the 74 GB drive is too slow because it's SATA 1 and the other drives are SATA 2?

No. The Raptor is faster than the Seagate drive you have, even though it is SATA 1.
It is likely something running in the background. System restore, defrag, anti-virus real time file checking, something like that.
The fact that you say the drive is displaying a lot of activity suggests this.
How much memory do you have, and how is your page file set? If you have a low amount of memory, and your page file is managed by windows, windows can spend a lot of time adjusting the page file, or it could be you simply don't have enough memory for what you are doing and windows is having to use the page file a lot. If that is the case, you will definetly get the exact behavior you are describing.
