Overlocking without OS

If I ever want to build a computer and sell it on ebay I would probably OC the CPU but not include the OS. Could install a spare OS I have, overclock, test for stability, and then format the hardrive clearing the OS? Would the overclock still hold even without anything installed?

Assuming you set the OC in the BIOS (as you should), those settings should be preserved as they are independent of the OS.
You might as well provide the latest version of Ubuntu, though, as it's free.'
