Is there anyway to create a Bootable CD that will allow me to reformat my HD?
In other words, what I would like to do is create a boot cd that brings me to dos and then reformat my hard drive from there.

Download GParted Live CD and burn onto a CD with ImgBurn. The program's designed to edit partitions, but it also lets you format them as well.

Lavarin's suggestion is good, but I'd get a copy of Ultimate Boot CD as it is a very good tool kit that happens to also have some disk utilities

Both of those are good choices and you could use Dariks Boot and Nuke but make sure no other Hard Drives are connected when doing so just in case it wipes the wrong one. This is the easiest method, burn the iso to a disk and let it do its thing. This ensures every sector is "zeroed" out
