Strange ongoing PC issues

First off sorry if this is the wrong area to post this question,

I have this very strange problem. When I'm in windows or any programs, including browsing the internet, all the desktop icons, windows os screens or browser screens the icons and text start to flash from big to small constantly non-stop making the computer totally unusable. The computer is constantly changing the views and icon size options non-stop..... on its own. I don't really know how to exactly describe the problem, it would be something you would almost have to see in person. I have tried to re-format the PC using both Windows Vista and XP and still get the same results. I have ensured that all the drivers are up to date but still have this very annoying problem. I wanted to see if somone might have an idea as to what the problem is or any ideas on how I could fix this, I'm at a loss at what the problem really is and can't swap out hardware for example as I don't have extra hardware as this is a newer PC .

Dude... wtf? lol I've never heard such. I mean does it look like just the icons or does it look like the resolution is changing? lol the only thing I can think to do is try another video card. See if you have a friend man that'll let you try it long enough to boot the computer and see what happens. man this is a first for me, never heard of such an issue... Good luck nonetheless my friend.

the resolution stays the same its just the icons and any and all browser and windows screens, the text and the icons constantly grow from super small the extremely large non-stop, it does stop when I click outside of the current window I'm in but as soon as I click back on the open window it starts up again.

If I reboot the PC it works normally for awhile and then out of the blue this super annoying issues starts.......I'm at a loss to be honest. I have dealt with my fair share of messed up computer problems but this is a first.

I was thinking of trying to update the MB bios??

Oh ok I see a little clearer now I think. Well I know in browser windows that you can hold down ctrl and scroll your mouse wheel to change your text size. Try doing that and see what it does. Does the problem start while you are trying to scroll down a page or anything? However, this doesn't effect explorer windows, only browser windows. See if you can do the ctrl+mouse wheel shortcut without it making your computer go haywire. You can try a different mouse for giggles, who the hell knows, maybe it is your mouse.
