It's not a good idea to do that. I assume you're talking about the PC running a chkdsk? That's a scan that can potentially take several hours. If it's not frozen, you should let it finish.
I've never had it hang for over 30 minutes at a particular percentage - in this case 28%. I knew it wasn't a good idea but if it continues to be hung up?

Did you manually run the chkdsk, or did you change the startup type?
What stage is it on? If it's stuck on the same percentage for over 30 minutes, then it's frozen. At that point, you don't have any other choice, but to force it to shut down.
