It comes on immediately?  That's probably a power problem.  Before turning it on, reseat the PCIe power connector.  What is the rest of your system, specifically including the brand and model of your PSU?
If it comes on after some period of time, it may be a thermal problem, either on the card itself or in the PSU, which may then be causing a power problem.

The Power Supply is a Antec Neo HE 550, 3 x 12V Rails @ 18A each

The Speaker on the GPU goes off everytime i go to boot up my system, and there is no display at all. Cannot boot my system up without the little GPU speaker going nuts.

It will either be a seized fan, or lack of power.

Check your connections!

The Fan boots up after about 10 seconds of it being on.

What if water fell onto the card is this region

I asked this in a thread already, but i'm trying to get different opinions by submitting the information differently. The card still turns on, fan spins, and the speaker goes nuts (onboard Gcard speaker) but there is no display and.. well the speaker wont stop screaming.

Where the water landed, could it have shorted out my PSU?

If water landed on the GPU, you could well have fried something.

Try a new power supply, like people suggested yesterday when you posted this. Usually that speaker means that theres not enough power to the card. If something was fried there would have been smoke, or a smell. Power supplies do go bad over time. If you have 3x12v rails  maybe try switching it up, maybe one of the lines went bad.

Is this other forum the same one where we all suggested you blow everything off/out with canned air and let it thoroughly dry 24hrs before re-applying electricity?

Oh it was dry, i used a water gun to spray off the other water that was on it.

lol jk obviously i let it dry out before i even used a blow dryer.

Today i will be heading out and buying another PSU to test it out and see if it is the PSu, i am so hoping to god it is my psu because if it is its a less expensive thing to replace lol.
