There are a few possibilities based on the scant description of your problem:
It's an IDE PATA drive and you don't have DMA enabled.
It's a USB II drive. USB does not maintain speed, it slows down quickly, Firewire does not.
It's running really hot and is now in thermal re-calibration mode.
Your BIOS has it locked into PIO mode.
Your BIOS has it locked in to Ultra DMA 2 mode, DMA 3, etc.. should be Ultra DMA 6.
It's a SATA II drive with the speed limit jumper needlessly installed.
It's a Seagate 7200.11 that is about to die, like 40 million of it's brother drives did, and do.
You have S.M.A.R.T. enabled and that monitoring program is a resource hog.
You are rendering a DVD into Divx at the same time and your slow computer just can't do two things at once (like some people I know that can't walk and chew gum at the same time).
