GigaByte GA-EP35-DS3L ($90) if 4 SATA ports are enough. I have a -DS3P (4 SATA ports weren't enough and DS3R's weren't available where I shop) with a Q6600 running at 3.6 GHz.
I do not have any personal experience with the rest but:
Foxconn has a generally good reputation.
I have seen mixed comments about ASUS.
ASRock and ECS have a pretty bad reputation.
If you are talking about a "budget-value-PC", forget DDR3.
