I currently have only one Hard Drive that is Partitioned. I want to add another one which will be used for the O/S and use the current one for data. Is it possible to just delete the C: Partition (O/S) and then use the whole drive for data? I don't want to lose the Data that is now on the D: Partition.

Yes. See How To: Install Windows 7 on an XP or Vista Machine. One of the steps involves downloading and using GParted LiveCD; that app allows you to edit partitions without losing any data.
