Can I use an EIDE hard drive with a motherboard set up for a SATA II drive?

yes, as long as you have IDE connections on the board. Some boards are doing away with them. If you don't have IDE ports and need to use the drive you will need to get an IDE drive expansion card for either a PCI or PCI-express slot.
