Win 7 64bit Pro

So I just recently installed win 7 pro 64bit edition. The os runs smooth as glass, all applications work well. Its barebones, with only steam, chrome, avast, and the latest drivers installed.
After installing chipset drivers and graphics drivers, I installed some steam games. Black Ops, with its broken engine and all, runs TERRIBLY. We're talking 60-80 fps in some areas of maps, and damn near unplayable in other areas (20fps). The fps spread is 20-120 fps. 1600x900, 2xaa, no vsync, no shadows, high texture quality, fullscreen. Absolutely horrendous. It shouldnt take two Fermi's and a fking quad to run the game above 60 fps.
Here are my system specs

AMD X2 5400+ black edtion oc'd to ~3.0ghz
4gb Corsair 6400 800mhz ram
2tb seagate
EVGA 9800GTX+ 512mb
Foxconn C51XEM2AA-8EKRS2H

Now most of you looking at those specs are probably wondering why I'm running such an old system. Two things.
I've had ZERO problems with that hardware configuration with XP Pro. I built the system in 2007.
Black Ops and all other games (L4D, MW2, L4D2...the list goes on) ran beautifully with xp (60-125 fps on 4xaa 1600x900 extra textures, no shadows)

My primary question is: Are there stable, good working drivers for my 9800 that wont give me such a vast fps fluctuation?
OR is this simply an isolated issue specifically with black ops?

 
You are facing a bit of a CPU bottleneck. I also have a 9800GTX, and recently upgraded from a 5600+ to an Athlon II 645. It made a HUGE difference to my gaming experience.

Be that as it may, make sure the game and your GPU drivers are up to date.
